A) Filter it at ISP level.
B) Slow it down by 80% in some cases.

Because you want us to keep paying ridiculous amounts of money for not even acceptable internet speeds and no access to any real information?

I mean I pay enough as it is for my internet which isn't exactly great..
I pay 79 or 89 bucks a month for a ADSL connection (Not even ADSL2+) with this I get
-a 1.5 Megabit connection speed (I download at around 160 kilobytes per second)
-I have a 25GB usage cap, when I got over that I get slowed back to dial up speed
-I get pinged for uploads, they count towards my usage. Other ISP's don't do this, but if I went with thm i'd have shit internet so I think i'll stick with the largest tel co in Australia.
Sure the Australian Gov't has just supposedly rolled out a nation wide broadband scheme with fibre optic connections everywhere 44 BILLION dollars it is costing them. Now about 6 months ago they laid the Fibre cables in my area we were one of the first areas I think, but hows this we can't even use the fucking things they're sitting in the ground doing sweet fuck all. What is even the point of having them? if we can't fucking use them!
Now I remember when I did some research about the internet in this country and found a friend of mine she is paying 20 quid a month (like 50 bucks Aussie) and she gets a 10 Megabit Fibre connection with real unlimited internet. I feel so ripped off.
Here's a pic of the plans my ISP offers. They just released half of these plans back in December (mainly the ones with huge downloads and price tag) if anyone tries to tell me it's value, it isn't since it's ADSL and ADSL2+ I would much rather pay that much for cable which is also unavailable in my area.
